AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO PROVIDING FOR THE AMENDMENT OF THE ENTIRETY OF TITLE 9, CHAPTER 1, CHAPTER 2, CHAPTER 3 OF THE GRANGEVILLE MUNICIPAL CODE RELATING TO MOTOR VEHICLES AND TRAFFIC SUBSTITUTING THEREFOR NEW LANGUAGE RELATING TO Traffic Regulations: PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND THE ENTIRE REPEAL OF TITLE 9, CHAPTER 1 SECTIONS 9-1-1 THROUGH 9-1-4 CHAPTER 2 SECTIONS 9-2-1 THROUGH AND INCLUDING 9-2-22, CHAPTER 3 SECTIONS 9-3-1 through and including 9-3-2, CHAPTER 4 PARKING METERS SECTIONS 9-4-1 through and including 9-4-7 AND CHAPTER 5 SPEED LIMITS SECTION 9-5-1, OF THE CURRENT GRANGEVILLE MUNICIPAL CODE; INCLUDING INFRACTION PENALTIES FOR VIOLATION OF THE NEW TITLE, 9, CHAPTER 2; AND THE NEW CHAPTER 3, SPEED LIMITS, PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL AND PUBLICATION.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO AS FOLLOWS:
Section 1: The entirety of Title 9, Chapter 1 Bicycles and Human Powered Conveyances, Chapter 2 Traffic Regulations, Chapter 3 Traffic Offenses, Chapter 4 Parking Meters, Chapter 5, Speed Limits of the Grangeville municipal Code relating to Motor Vehicles and Traffic is hereby repealed. In place thereof in new language to be codified as Title 9, Motor Vehicles and Traffic, Chapter 1 Bicycles and Human Powered Conveyances Chapter 2 Traffic Regulations, Sections 9-2-1 through and including 9-2-18, Chapter 3, Speed Limits. Section 9-3-1, as set forth below.
Section 2: The new Title 9, Chapter 1, Bicycles and Human Powered Conveyances, Chapter 2, Traffic Regulations, Chapter 3, Speed Limits, shall read as follows;

9-1-1: EFFECT OF REGULATIONS:
A. It shall be unlawful for any person to do any act forbidden or fail to perform any act required herein.
B. The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.
C. These regulations applicable to bicycles shall apply whenever a bicycle is operated upon any public thoroughfare or public path set aside for the exclusive use of bicycles.
D. Any violation of this chapter shall constitute an infraction and be punishable by a fixed penalty of forty eight dollars ($48.00) for a first offense and a fixed penalty of one hundred dollars ($100.00) for each subsequent conviction of that infraction hereunder.
9-1-2: DEFINITIONS:
Words not defined herein shall be given the meanings ordinarily applied to such words.
BICYCLE: Every device propelled by human power upon which any person may ride having two (2) tandem wheels, a steering handle, a saddle seat, and pedals by which it is propelled.
BUSINESS DISTRICT: The business district within the city of Grangeville is defined in section 10-5-1 of this code to be as follows: Within the commercial C zone there shall be a corridor of property known as the business district. The business district shall be defined as that one area one-half (1/2) block from and adjacent to each side of Main Street and an area one hundred feet (100') on each side of Highway 95 within zone C.
HUMAN POWERED CONVEYANCE: Skateboards, rollerblades, roller skates, coasters, scooters, sled or toy vehicle, and other similar devices. (Wheelchairs, strollers, walkers, or other similar devices that are used to assist the handicapped, the disabled, or the very young shall be exempt from the provisions of this chapter.)
RESIDENTIAL DISTRICT: The territory contiguous to and including a way not comprising a business district.
9-1-3: REGULATIONS:
A. Due Care: Traffic laws apply to persons on bicycles and other human powered conveyances.
1. Rights And Duties: Every person operating a vehicle propelled by human power or riding a bicycle shall have all of the rights and all of the duties applicable to the driver of any other vehicle, except as otherwise provided in this chapter and except as to those provisions which by their nature can have no application.
2. Exercise Due Care: Every operator or rider of a bicycle or human powered vehicle shall exercise due care.
3. Use Of Human Powered Conveyances Restricted: It shall be unlawful for any person upon roller skates, rollerblades, or riding any other human powered conveyance to go upon any roadway within the business district.
B. Riding On Bicycles:
1. A person propelling a bicycle shall not ride other than upon or astride an attached permanent and regular seat.
2. No bicycle or human propelled conveyance shall be used to carry more persons at one time than the number for which it is designed and equipped.
3. An adult rider may carry a child securely attached to his person in a backpack or sling or in a child carrier attached to the bicycle.
4. Speed: It shall be unlawful for any person to operate a bicycle or other human powered vehicle at a speed greater than is reasonable and prudent under the conditions then existing.
5. Clinging To Or Following Vehicles: No person riding upon any bicycle, coaster, roller skates, skateboard, sled or toy vehicle shall attach it or themselves to any vehicle upon a highway. The provisions of this section shall not prohibit the attachment of a bicycle trailer or bicycle semi-trailer to a bicycle, if that trailer or semi-trailer has been designed for that attachment. No person riding upon any bicycle or human powered vehicle shall follow a vehicle so closely as to constitute an immediate hazard to the rider.
E. Position On Highway:
1. Any person operating a bicycle upon a roadway at less than the normal speed of traffic at the time and place and under the conditions then existing shall ride as close as practicable to the right hand curb or edge of the roadway, except under any of the following situations:
a. When overtaking and passing another bicycle or vehicle proceeding in the same direction; when preparing for a left turn at an intersection or into a private road or driveway; when reasonably necessary to avoid conditions including fixed or moving objects, parked or moving vehicles, bicycles, pedestrians, animals, surface hazards, or substandard width lanes that make it unsafe to continue along the right hand curb or edge. Any person operating a bicycle upon a one-way roadway with two (2) or more marked traffic lanes may ride as near the left hand curb or edge of the roadway as practicable.
F. Riding Two Abreast:
1. Persons riding bicycles upon a highway shall not ride more than two (2) abreast, except on paths or parts of highways set aside for the exclusive use of bicycles. Persons riding two (2) abreast shall not impede the normal and reasonable movement of traffic and on a laned roadway shall ride within a single lane.
G. Carrying Articles:
2. No person operating a bicycle shall carry any package, bundle, or article which prevents the operator from using at least one hand in the control and operation of the bicycle.
H. Stopping; Turn And Stop Signals:
1. A person operating a bicycle or human powered vehicle approaching a stop sign shall slow down and, if required for safety, stop before entering the intersection. After slowing to a reasonable speed or stopping, the person shall yield the right of way to any vehicle in the intersection or approaching on another highway so closely as to constitute an immediate hazard during the time the person is moving across or within the intersection or junction of highways, except that a person after slowing to a reasonable speed and yielding the right of way, if required, may cautiously make a turn or proceed through the intersection without stopping.
2. A person operating a bicycle or human powered vehicle approaching a steady red traffic control signal shall stop before entering the intersection, except that a person after slowing to a reasonable speed and yielding the right of way, if required, may cautiously make a right hand turn without stopping or may cautiously make a left hand turn onto a one-way highway without stopping.
3. A signal of intention to turn right or left shall be given during not less than the last one hundred feet (100') traveled by the bicycle before turning, provided that a signal by hand and arm need not be given if the hand is needed in the control or operation of the bicycle.
I. Bicycles Or Human Powered Conveyances On Sidewalks:
1. If posted, pursuant to Idaho Code section 49-721(2), it shall be unlawful for any person to ride and/or operate a bicycle or other human powered conveyance upon a sidewalk within the business district of the city. In addition, it is unlawful to leave a bicycle or other human propelled conveyance lying on or over a sidewalk.
2. Within the "business district", as is defined herein, the public works director is authorized to order and erect signs prohibiting the riding of and operation of bicycles and human powered conveyances thereon.
3. In addition, it shall be unlawful to ride and/or operate a bicycle or ride and/or operate a human propelled conveyance at or within any of the following locations, including the sidewalk surrounding any of those areas, unless the city council shall specifically authorize, by motion or resolution, an exception: Pioneer park, Lions park, Jaycees park, Heritage square, or City Hall Complex. In addition it shall be unlawful to enter and utilize the facility known as the Skate Board Park, in violation of the rules, established by the city council.
4. A person operating a vehicle by human power upon and along a sidewalk or across a highway upon and along a crosswalk shall have all the rights and duties applicable to a pedestrian under the same circumstances.
J. Bicycle Racing:
1. Bicycle racing on the highways is prohibited, except as authorized in this section.
2. Bicycle racing on a highway shall not be unlawful when a racing event has been approved by the department or local law enforcement authorities on any highway under their respective jurisdictions. Approval of bicycle highway racing events shall be granted only under conditions which assure reasonable safety for all race participants, spectators, and other highway users, and which prevent unreasonable interference with traffic flow that would seriously inconvenience other highway users.
3. By agreement with the approving authority participants in an approved bicycle highway racing event may be exempt from compliance with any traffic laws otherwise applicable, provided that traffic control is adequate to assure the safety of all highway users.
9-1-4: BICYCLE EQUIPMENT:
A. Every bicycle in use between sunrise and sunset, and at any other time there is not sufficient light, shall be operated with a light emitting device visible from a distance of at least five hundred feet (500') to the front, attached to the bicycle or the rider, and with a reflector clearly visible from the rear of the bicycle.
B. A bicycle or its rider may be equipped with lights or reflectors in addition to those required above.
C. Every bicycle shall be equipped with a brake which will enable the operator to make the braked wheel skid on dry, level, and clean pavement.

9-2-1: APPLICABILITY OF REGULATIONS:
The provisions of this title shall apply to the operation of all vehicles upon the streets, alleys and places within the City It shall be unlawful for any person to do any act forbidden or fail to perform any act required herein.
9-2-2: APPLICABILITY OF STATE LAWS:
All traffic and motor vehicle laws of the State of Idaho codified in Title 49, Idaho Code, and any rules and regulations promulgated by the Idaho Department of Law Enforcement pursuant thereto, shall apply to the operation of all vehicles upon the streets and alleys of the City, except to the extent such laws or regulations are expressly inconsistent with the provisions of this Code. The City Clerk shall keep at least one (1) copy of this chapter available for public use and examination in his or her office at all times.
9-2-3: DEFINITIONS:
The following words and phrases, when used in this Chapter, shall have the meanings respectively ascribed to them.
ALLEY: That thoroughfare which intersects blocks of the City at the rear of lots of said blocks or transverses blocks between regularly established streets.
BUSINESS DISTRICT: The business district within the city of Grangeville is defined in section 10-5-1 of this code to be as follows: Within the commercial C zone there shall be a corridor of property known as the business district. The business district shall be defined as that one area one-half (1/2) block from and adjacent to each side of Main Street and an area one hundred feet (100') on each side of Highway 95 within zone C. PARK OR PARKING: means the standing of a vehicle, whether occupied or not, other than temporarily for the purpose of and while actually engaged in loading or unloading property or passengers.
PRIVATE ROAD OR DRIVEWAY: Every way or place in private ownership and used for vehicular travel by the owner and those having expressed or implied permission from the owner but not by other persons.
RESIDENTIAL DISTRICT: The territory contiguous to and including a way not comprising a business district.
Truck:
Refuse/sanitation. Any vehicle designed and used solely for the purpose of transporting refuse.
General. Every motor vehicle exceeding eight thousand (8,000) pounds gross weight designed, used or maintained primarily for the transportation of property.
Pickup truck:
Pickup truck. Every motor vehicle eight thousand (8,000) pounds gross weight or less which is designed, used or maintained primarily for the transportation of property.
Truck tractor:
Truck tractor. Every motor vehicle designed and used primarily for drawing other vehicles but not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.
9-2-4: ENFORCEMENT, OBEDIENCE AND PENALTY, TRAFFIC REGULATIONS:
Any violation of this chapter shall constitute an infraction and be punishable by a fixed penalty of fifty Seven dollars ($57.00) for a first offense and a fixed penalty of one hundred dollars ($100.00) for each subsequent conviction of that infraction hereunder. The registered owner of a vehicle, or the person claiming responsibility for a vehicle, parked in violation of the provisions of this section shall be considered prima facie evidence of the intent to commit a violation of this chapter. Vehicles parked in violation of this section may be towed pursuant to provisions of state law or local ordinance. The registered owner of record is liable for the costs incurred in the removal, storage and disposition of the vehicle.
9-2-5: OBEDIENCE TO POLICE OFFICERS: Any person who fails or refuses to comply with any lawful order or direction of any police officer of the City, or any other officer of Idaho County or the State of Idaho, shall be guilty of a misdemeanor.
9-2-6: FOLLOWING FIRE ENGINE: Any person who operates a vehicle within 500 feet of any fire engine, equipment or vehicle responding to a fire alarm, except persons operating a police, fire or public safety vehicle, shall be guilty of an infraction.
9-2-7: PARKING NEAR EMERGENCY VEHICLES: Any person who parks any vehicle within 500 feet of any police, fire or emergency vehicle responding to a fire alarm shall be guilty of an infraction.
9-2-8: CROSSING FIRE HOSE: Any person who drives any vehicle over any fire hose while such hose is being used to suppress any fire, without the consent of a police officer or the fire official in command, shall be guilty of an infraction.
9-2-9: REGULATORY ADOPTION:
(A) The City Council of the City of Grangeville may, with respect to highways under the jurisdiction of the City of Grangeville, and within the reasonable exercise of police power upon the passage of an ordinance or resolution, adopt a regulation:
(1) Regulating or prohibiting stopping, standing or parking;
(2) Regulating traffic by means of peace officers or traffic-control devices;
(3) Regulating or prohibiting processions or assemblages on the highways;
(4) Designating particular highways for use by traffic moving in one direction;
(5) Establishing speed limits for vehicles in public parks;
(6) Designating any highway as a through highway or designating any intersection or junction or highways as a stop or yield intersection or junction;
(7) Restricting the use of highways as authorized in Chapter 10, Title 49, Idaho;
(8) Regulating or prohibiting the turning of vehicles or specified types of vehicles;
(9) Altering or establishing speed limits;
(10) Designating no-passing zones;
(11) Prohibiting or regulating the use of controlled-access highways by any class or kind of traffic;
(12) Prohibiting or regulating the use of heavily-traveled highways by any class or kind of traffic found to be incompatible with the normal and safe movement of traffic;
(13) Establishing minimum speed limits;
(14) Prohibiting pedestrians from crossing a highway in a business district or any designated highway except in a crosswalk;
(15) Restricting pedestrian crossings at unmarked crosswalks;
(16) Establishing the maximum speed of vehicles on a bridge or other elevated structure;
(17) Requiring written accident reports;
(18) Regulating persons propelling pushcarts;
(19) Regulating person upon skates, coasters, sleds and other toy vehicles;
(20) Adopting and enforcing temporary or experimental regulations as may be necessary to cover emergencies or special conditions;
(21) Prohibiting drivers of ambulances from exceeding maximum speed limits;
(22) Adopting such other traffic regulations as are specifically authorized by Title 49 of the Idaho code.
(E) That the City Council of the City of Grangeville may adopt such regulations as are provided in paragraph (D) of this ordinance upon consideration of the reports of the Chief of Police of the City of Grangeville or upon the basis of their own investigation or other reports which shall be considered in making such regulations either by ordinance or resolution.
9-2-10: ONE-WAY STREETS AND ALLEYS:
A. One-Way Streets:
1. Scott Street, according to the recorded plat thereof on file in the County Recorder's office of Idaho County, State of Idaho, in Grangeville, Idaho, shall be and the same is hereby declared to be a one-way street permitting traffic only to travel south on said street between East South Seventh Street and Madison Street within the City.
Parking shall be permitted on both sides of said Scott Street in any place not prohibited by other ordinances of the City or statutes of the State of Idaho.
The Public Works Director shall be authorized and shall erect such signs in the area of Scott Street to effectuate the purposes of this subsection as are required by law.
2. West North Third Street, between North A Street and North B Street, is hereby declared to be a one-way street. Traffic on said portion of West North Third Street shall flow from west to east only.
3. West North Sixth Street, between North Junction Street and North Idaho Avenue is hereby declared to be a one-way street. Traffic on said portion of West North Sixth Street shall flow from west to east only.
4. North Myrtle Street, and all portions thereof lying north of Main Street is hereby declared to be a one-way street. Traffic on such portion of Myrtle Street shall flow from south to north only.
9-2-11: MISCELLANEOUS DRIVING RULES
A. Driving Through Funeral Or Other Procession: It shall be unlawful for a driver of a vehicle to drive between the vehicles comprising a funeral or other authorized procession while they are in motion and when such vehicles are conspicuously designated.
B. Drivers In A Procession: Each driver in a funeral or other procession shall drive as near to the right-hand edge of the roadway as practical and shall follow the vehicle ahead as close as is practical and safe. All vehicles in a procession shall have there headlights on.
C. When Permits Required For Parades And Processions: It shall be unlawful for any procession or parade containing persons or vehicles to occupy, march or proceed along any street except in accordance with a permit issued by the Chief of Police and such other regulations as are set forth.
9-2-12: METHOD OF PARKING:
A. Standing Or Parking In Roadway: It shall be unlawful for any person to stand or park a vehicle in a roadway other than parallel with the edge of the roadway or curb headed in the direction of lawful traffic movement and with the curbside wheels of the vehicle within eighteen inches (18") of the curb or edge of the roadway.
9-2-13: PARKING PROHIBITED IN SPECIFIED PLACES:
A. Parking Not To Obstruct Traffic: It shall be unlawful for any person to park any vehicle upon a street in such a manner or under conditions that would prohibit the free movement of other vehicular traffic in said vehicle's respective traffic lane.
B. Parking In Alleys: It shall be unlawful for any person to park a vehicle within an alley in such a manner or under conditions that would:
1. Prohibit the free movement of traffic.
2. Block the entrance to any business.
3. Block a driveway entrance to any abutting property.
C. All Night Parking Prohibited: It shall be unlawful for any person to park a vehicle within the business district on Main Street of the city between the hours of two thirty o'clock (2:30) A.M. and five o'clock (5:00) A.M. of any day except when necessitated by an emergency.
D. Parking Of Trucks Prohibited In The Business District: It shall be unlawful for any person to park a truck or truck/trailer combination or a truck trailer within the business district, except for the purpose of loading or unloading or when necessitated by an emergency.
E. Parking For Certain Purposes Prohibited: It shall be unlawful for any person to park a vehicle upon any street or alley for the principal purpose of:
1. Displaying such vehicle for sale.
2. Changing oil, greasing or repairing such vehicle except for repairs necessitated by any emergency.
F. Temporary/Emergency Prohibited Parking; Signs Required:
1. The chief of police or the public works director is hereby authorized to erect signs/barriers prohibiting parking on any street or alley on a temporary or emergency basis (not exceeding 72 hours) to facilitate street repairs, utility installations or any other required reason.
2. When such temporary or emergency signs or barriers are in place during the nighttime or any hazardous condition exists there shall also be in place amber lights visible for three hundred feet (300') warning of such hazard.
G. Emergency Prohibited Parking; No Signs Required:
1. The chief of police is hereby authorized, in conjunction with the public works director, or his designated assistant, to temporarily prohibit persons from parking any vehicle on any roadway to facilitate snow removal or street sweeping.
2. When conditions exist to enforce this subsection J it shall be unlawful for any person to violate the provisions of said subsection.
a. The public works director, or his designated assistant, will determine when this subsection is to be enforced. At that time any person having a vehicle parked on the street will be contacted to remove such vehicle temporarily until said condition has been corrected.
9-2-14: REMOVAL OF IMPROPERLY PARKED VEHICLES:
Any vehicle in violation of traffic regulations and parked so as to obstruct free movement of traffic or deemed a traffic hazard may be removed at the direction of the police department. Any vehicle moved, removed or impounded under this section shall be done at the owner's expense.
9-2-15: ON STREET PARKING OF TRAILERS AND TRUCKS:
1. No person shall stop, stand or park a non-motorized towed trailer, whether it be mobile home, camp trailer, storage trailer, utility trailer, boat trailer or similar trailer on the city streets for more than twenty four (24) hours at any one location.
2. Any person parking or so locating any such trailer on a continuous basis for longer than twenty four (24) hours shall be entitled to one warning about such parking from the police department or any private citizen. If after an additional twenty four (24) hours, such trailer has not been moved, then the person parking such trailer that has received such previous warning shall be guilty of an infraction.
3. All persons shall be entitled to apply to the police department for a temporary permit to allow on street parking of such trailers, on a temporary basis. Such permit shall be issued by the chief of police or his staff in written form for not to exceed twenty one (21) days for each such permit. Renewals shall be granted only for good cause shown.
4. On street parking of TRUCKS (as defined) at any time is prohibited. TRUCKS (as defined) may temporally park while making home or retail delivery to any location within the city when such parking is necessary to load or unload, or to provide any other service, in an expeditious manner not to exceed 8 hours.
5. Not more than two (2) tractor-trailer combinations, whether attached or detached, may be parked on a residential lot in a residentially zoned district, provided that parking of said vehicles is accomplished completely off public right of way and entirely on private property, that the vehicles are unladen; and provided, that the parking thereof is not in violation of any other ordinance of the city.
6. No vehicle with wheels or driving surfaces injurious to pavement shall be operated or permitted upon the public thoroughfares of the city unless the operator of such vehicle first planks such streets
9-2-16: LEGALLY PARKED VEHICLE:
In addition to all other provisions of this chapter, any vehicle parked upon any public street, alley or other public or municipal property must:
A. Have a current and valid registration with license plates attached.
B. Have a current liability insurance policy in force.
C. Be in a mechanically operable condition.
9-2-17: PARKING RESTRICTED:
A. Parking on Idaho Avenue, south from Elk Street to a point one hundred sixteen feet (116') south of the south curb line of Lincoln Street shall be allowed only on the east side of Idaho Avenue in such area;
B From that point above described, which lies one hundred sixteen feet (116') south of the south curb line of Lincoln Street, parking shall be allowed only on the west side of Idaho Avenue, south to Madison Street;
C. Parking on the north side of West North 6th Street between the west side of Mill Street to the east side of Meadow Street shall be prohibited;
D. Parking on the north side of North Street between the west side of Florence Street and the east side of Myrtle Street shall be prohibited;
E. Parking on the east side of South C Street between West South 1st Street and Main Street shall be prohibited;
F. The public works director is hereby authorized to erect such signs as will properly inform the public of the no parking zones herein created.
9-2-18: SOUND AMPLIFICATION DEVICES:
A. No driver of a vehicle shall operate, or permit operation of, any sound amplification system which can be heard outside of the vehicle from a distance of fifty (50) or more feet when the vehicle is being operated, or is parked upon a public street or highway, or private property open to public access (i.e., parking lots, etc.) unless that system is being operated to request assistance or warn of a hazardous situation.
B. This section shall not apply to authorized emergency vehicles or vehicles operated by electric, communications, and railway companies or utility vehicles.
C. This section does not apply to sound systems of vehicles used for advertising, or in parades, political or special events, unless said use is otherwise prohibited by city, county or state law.
CHAPTER 3 SPEED LIMITS
SECTION
9-3-1 Speed Limits Designated:
9-3-1: SPEED LIMITS DESIGNATED:
Except as otherwise posted and except in school zones, the speed limit in all areas of the City shall be twenty five (25) miles per hour.
A. City streets around or approaching any school within this City are hereby declared to require a reduced speed of fifteen (15) miles per hour for vehicular traffic. Upon the recommendation in writing to the City Council, by the Chief of Police or his designate, such City Council reserves the right to adopt, by motion duly passed, areas around such school wherein the speed limit shall be fifteen (15) miles per hour. Before the fifteen (15) mile per hour school zone speed limit shall be enforced, the City shall post appropriate signs in accordance with Idaho Code 49-208 within the school zone area, indicating such reduced speed as required.
The speed limits aforementioned shall be enforced between the hours of seven o'clock (7:00) A.M. and five o'clock (5:00) P.M. during days that the various schools are in session.
B. The residents of the City may petition the City Council in writing for a reduction in speed limit on specified streets within the City where such residents feel a particular hazard exists. The City Council may at the next regularly scheduled meeting direct a traffic survey and thereafter determine whether the speed shall be reduced by appropriate ordinance.
C. Based upon traffic surveys having been earlier prepared by the City police and having been adopted by the City Council, the following areas within the City are hereby declared to be fifteen (15) mile per hour zones:
1. North Myrtle Street and all portions thereof lying north of Main Street in the City.
2. That area on three (3) sides of Pioneer Park as follows: Florence Street from the south side of Main Street to fifty feet (50') south of the south side of the intersection of West South 1st and Florence Streets; Park Street from the south side of Main Street to a point fifty feet (50') south of the intersection of Park Street and West South 1st Street; and, West South 1st Street between Florence Street and Park Street.
3. The Jaycee Park, defined as follows: all streets surrounding the said Park and including the intersections adjacent thereto which streets include Cunningham Street on the north, West North 7th on the south, College Street on the east, and Junction Street on the west.
